Emiliano Torres won 2nd place in the Feria del Mar fishing tournament while in his third month as mayor and he still plays softball in the local league. Torres refuses to change from the man that led him into office. “I don’t want to change just because I’m the mayor and I won’t let myself change,” he told us in an interview. Let’s get to know the man at the helm of the municipality of the Bocas del Toro islands and some of his objectives as mayor.

Emiliano Torres is 42 years old and married to Berta Chiu for 26 years with three children. He lived most of his formative years in Carenero, but frequently moving from one family member’s home to another. Torres explains that he didn’t exactly have a very stable childhood, “I was a street kid. My toy was a clothes hanger that pulled a bicycle rim.” He was a resourceful child and  as he grew up he continued to apply himself, learning many skills to provide for his family. He started out selling fish to the markets and working construction; eventually acquiring the skilled knowledge of carpentry, electrical, plumbing and mechanics. He was a boat captain and remembers the old days of Bocas when tourism was a “wooden panga and 15 horsepower motor with four passengers.” He is a founding member of Boteros Unidos Bocatoreños and remembers the days where they would charge $12-$15 to bring tourists to Cayo Zapatilla and Dolphin Bay. He worked hard over the years and saved enough to open his restaurant “Maccabite” in Cayo Coral, Bastimentos. 

As mayor, his main concern is health and sees waste management as the biggest challenge. He is working to strengthen the relationship between the private sector and the municipality so they can work more closely together to properly dispose of waste and maintain the streets and ocean clean. Mayor Torres tells us that there is a company from Japan that is interested in developing an electricity plant that runs on trash incineration. They are currently investigating the feasibility of the project. His other main objective is to bring life to the municipal market. “It’s one of the powers we have as a municipality yet it’s not being utilized.” In recent years the market has been abandoned. He has visions of remodeling it so that there is an open-air center of the building, with a fountain and a food court. Once the project is complete, he would like to encourage the buses travelling to Drago and Bluff to leave from this location so that people can gravitate to a beautiful open air market on the water.  

Torres remembers fondly his days as a boat captain and feels that he and his colleagues were doing something that tourists appreciated. It seems like he wants to rescue the charm of the Bocas del Toro he grew up loving and be able to foster its growth through collaboration with the entities he has at his disposal. He wants to be remembered as an honest mayor who worked hard to achieve goals for the betterment of his people: “In the end, this position is borrowed and temporary. We have the opportunity to leave through the main door and not through the side window or the back door. I would like to leave with our heads held high. I want people to remember me as a good mayor and not as a mayor that only thought about his own pocket and just came to party and steal money.”

Estando en su tercer mes como alcalde, Emiliano Torres ganó el 2ndo lugar en el torneo de pesca de la Feria del Mar. El aún juega softbol en la liga local. Torres se reusa a cambiar y no ser el hombre que lo dirigió al puesto que tiene:“No quiero cambiar porque soy alcalde. No me permito cambiar,” nos dijo en una entrevista. Conozcamos al hombre que está al mando en la municipalidad de las islas de Bocas del Toro y algunos de sus objetivos como alcalde.

Emiliano Torres tiene 42 años y ha estado casado con Berta Chiu por 26 años y tiene tres niños. Él vivió la mayoría de sus años formativos en Carenero, pero frecuentemente se mudaba de la casa de un miembro de la familia a la de otro. Torres explica que no tuvo exactamente una niñez muy estable. 

“Fui un niño de la calle. Mi juguete era un rin de bicicleta con una percha de guindar ropa.” Él era un niño muy habilidoso y mientras crecía el continuó aplicándose, aprendiendo muchas habilidades para poder proveer para su familia. El empezó a venderle pescado a los mercados y trabajando en construcción; así eventualmente terminó adquiriendo conocimiento y habilidades en la carpintería, electricidad, plomería, y mecánica. Él era un capitán de bote y recuerda los viejos tiempos en Bocas cuando el turismo era “una panga de madera y un motor de 15 caballos de fuerza con cuatro pasajeros.” Él es uno de los miembros fundadores de Boteros Unidos Bocatoreños y recuerda los días en que cobraban de $12-$15 para llevar turistas a Cayo Zapatilla y a la Bahía de los Delfines. El trabajó duro a través de los años y ahorró suficiente para abrir su restaurante “Maccabite” en Cayo Coral, Bastimentos. 

Como alcalde, su mayor preocupación es la salud y ve el tratamiento de los desechos como el desafío más grande. Él está trabajando para reforzar las relaciones entre el sector privado y la municipalidad para que puedan trabajar más de cerca y juntos para de esta manera deshacerse de los desechos apropiadamente y mantener las calles y el océano limpio. El alcalde Torres nos dice que hay una compañía de Japón que está interesada en desarrollar una planta eléctrica que funciona con la incineración de basura. Ellos están actualmente investigando la viabilidad del proyecto. Su otro objetivo principal es de darle vida al mercado municipal.”Es uno de las potencias que tenemos como municipio que no se está aprovechando.” En los últimos años el mercado ha estado abandonado. Él tiene la visión de remodelarlo para que el centro sea al aire libre, con una fuente y una zona de restaurantes. Una vez que se complete el proyecto, a él le gustaría incentivar a que los buses que viajan a Drago y a Bluff que salgan de este lugar para atraer a las personas a este mercado al aire libre que estará sobre el agua. 

Torres recuerda con cariño sus días como capitán de bote y siente que él y sus colegas estaban haciendo algo que sus turistas apreciaban. Al parecer el quiere rescatar el encanto del Bocas del Toro que él amaba desde su niñez y el poder fomentar su crecimiento a través de la colaboración con las entidades que él tiene a su disposición. El quiere que lo recuerden como un alcalde honesto que trabajó duro para lograr sus metas para la mejora de su gente: “Al final, este puesto es prestado y pasajero. Nosotros tenemos la oportunidad de salir por la puerta ancha y no por la ventana del lado o la puerta trasera. Quiero salir con nuestros nombres en alto y que la gente me recuerde  como un buen alcalde y no como un alcalde que vino y nada más pensó en su bolsillo y en rumbear y robar plata.”
